Chávez promete socialismo tras victoria electoral


Caracas, 25 nov (PL) Con el triunfo de sus candidatos en 17 de los 22 estados en disputa, el presidente venezolano, Hugo Chávez, apuntaló su posición en comicios regionales y recibió el apoyo para avanzar en su proyecto socialista.

    En los comicios de 2004, la oposición había ganado sólo los estados Zulia y Nueva Esparta, pero posteriormente se le sumaron los gobernadores (disidentes para la oposición, traidores para Chávez) de Aragua, Sucre, Carabobo, Guárico y Trujillo

    En el toma y da propio de la lucha política, los socialistas recuperaron Aragua, Trujillo, Guárico y Sucre y perdieron Táchira y Miranda, además de la Alcaldía Metropolitana de Caracas, lo que refleja una proporción favorable para Chávez, aún visto así.

    Ciertamente, resultaron sorpresivas las derrotas en Miranda y la Alcaldía Metropolitana, situación que ya comenzó a analizar autocríticamente el Partido Socialista Unido de Venezuela (PSUV).

    Más allá de cualquier lectura, el PSUV obtuvo 5,6 millones de votos, para un incremento del 20 por ciento en relación con los comicios anteriores, mientras la oposición en conjunto, con unos cuatro millones, bajó 10 por ciento.

    El PSUV se consolidó como la primera fuerza política del país y ahora se dispone a emprender la profundización del proceso socialista con más poder popular, impulso a las comunas y completamiento del proceso de nacionalizaciones en curso.

    Esa orientación la adelantó el propio Chávez poco después de confirmado el triunfo y de tender la mano de la cooperación a los gobernadores opositores electos, siempre que abandonen la línea del enfrentamiento.

    Aunque el llamado a la votación, contrario a posturas abstencionistas anteriores, pudiera indicar una actitud conciliatoria de la oposición, subrayada por declaraciones tolerantes, parece muy difícil la cooperación verdadera dada las grandes diferencias.

    La misma elección, como fue planteada en la campaña, tuvo un carácter de plebiscito entre socialismo y capitalismo, posturas irreconciliables, a lo que se suma el historial golpista de algunos gobernadores electos.

    Difícilmente puede haber una relación normal entre Chávez y, por ejemplo, el gobernador electo de Miranda, Henrique Capriles, quien tuvo una participación activa en el golpe de estado de 2002, durante el cual estuvo a punto de ser asesinado el mandatario.

    Capriles, miembro de una familia de la oligarquía venezolana, fue uno de los que participó en el asedio a la embajada cubana en Caracas, violatoria de derechos humanos y regulaciones internacionales.

    En este panorama, se abre una nueva etapa para la llamada Revolución Bolivariana, con una guía definida hacia el socialismo, que pasa por una mayor participación popular en la gestión administrativa y la revisión de las deficiencias.

    Si bien no está exento de escollos, para su proyecto socialista Chávez cuenta con una plataforma importante, dada por un partido airoso de su primer combate electoral, aunque todavía en proceso de formación y un respaldo mayoritario expresado en las urnas.

    Financial collapse, systemic crisis ? Illusory answers and necessary answers

    The financial crisis could not be avoided
    The violent explosion of this crisis did not surprise us; I mentionned it a few months ago while the conventional economists were ignoring its coming development and consequences, especially in Europe. In order to understand it we must get rid of the conventional definition of the system which qualifies it as “neo-liberal” and “global”. This definition is superficial and masks the essential. The current capitalist system is dominated by a handful of oligopolies that control the basic decisions making of the world economy.
    These oligopolies are not solely financial; such as the banks or the insurance companies, but include enterprises involved in industrial production, services, transports and the like. The way they are financiarized is their chief characteristic. We must understand here that the main source of economical decision has been transferred from the production of surplus value in production towards the redistribution of profits between the oligopolies. To that effect the system needs the expansion of financial investments. In that respect the major market, the one which dominates all other markets, is precisely the monetary and financial market. This is my definition of the "financiarization" of the global system. Such a strategy is not the result of independent "decisions" of banks, it is rather that the choice of the “financiarized” groups. These oligopolies hence do not produce profits; they just swipe the monopolies’rent through financial investments.

    This system is extremely profitable for dominating sectors of the capital. Thus, the system should not be qualified "market economy" (which is an empty ideological qualification) but as a capitalism of financiarized oligopolies. However, financial investment could not continue indefinitely, while the productive basis was growing at a low rate. Consequently, we have the logic of a “financial bubble”, the sheer translation of the financial investments system. The gross amount of financial transactions reaches two thousands trillions alone, while the world GDP is 44 thousands trillions only. Quite a huge multiple! Thirty years ago, the relative volume of such transactions did not have this extent. As a matter of fact, those transactions were directed in general and expressly to cover the operations linked to production, and internal and external trade. The overall outlook of this financed oligopolies system was – as I said previously- the Achilles’ heel of that capitalist structure. The crisis was doomed to be initiated by a financial collapse.

    Behind the financial crisis, the systemic crisis of the aging capitalism

    To attract the attention on the financial collapse is not enough. Behind it, a crisis of real economy is standing out, since the financial drift was continuously asphyxiating the growth of the production basis. Solutions brought to the financial crisis can just lead to a crisis of the real economy, i.e. a relative stagnation of the production with its side effects: regression of wages, growth of unemployment, growing precariousness and aggravation of poverty in the Southern countries. We must speak now about depression and no more about recession.

    Behind this crisis, the systemic crisis of capitalism is looming right after. The pursuit of the model based on the growth of the real economy –as we know it- and of the consumption attached to it, has become, for the first time in history a real threat for the future of humankind and the planet.

    The major caracter of this systemic crisis is related to the natural resources of the planet, now less abundant than half a century ago. The North-South conflict constitutes for that reason the central axis of coming struggles and conflicts.

    The production and consumption-waste system at the moment forbids the access to the world natural resources for the majority of the planet, i.e. the peoples of the South. Previously, an emergent country could take its share of these resources without questioning the privileges of the affluent countries. But today, it is no more the case. The population of opulent countries -15% of the planet’s population- has to monopolize for its own consumption and waste 85% of the world resources, and cannot tolerate that newcomers may reach these resources, since they would provoke shortages for rich people’s standard of living.

    If the USA has formulated an objective of military control of the planet, it is because, without it, they cannot secure the exclusive access to these resources. As we know: China, India and the South as a whole need them as well for their development. For the USA, they must limit the access and ultimately, there is only one mean: war.

    On the other hand, to preserve energy sources of fossil origin, USA, Europe and others develop production of bio-fuel projects to a large scale, to the detriment of food production, still accusing the rise of prices.

    Illusory answers of the governing powers

    Governing powers, under the rule of financial oligopolies, do not have any other project except to restore the same system. However, their success is not impossible, if they can inject enough liquidities to restore the credibility of the financial investments, and if the reactions of the victims –working classes and nations of the South- remain limited. But, in this case, the system steps back to better jump and a new financial collapse, still deeper, is unavoidable, since the “adjustments” for the management of financial and monetary markets are not wide enough, because they do not question the power of oligopolies.

    Furthermore, answering the financial crisis by injecting phenomenal public funds to re-establish the security of the financial markets is amusing: first, profits were privatized, if they are jeopardized, the losses are socialised! Reverse, I win, head, you loose.

    Conditions for a genuine positive answer to the challenges

    To say that the State’s interventions may change the rules of the game, lessen the drifts, is not enough. We must define the logics of that intervention and its social purpose. Of course, we could come back in theory to the formulas associating public and private sectors, to a mix economy as it existed during the glorious thirties in Europe and at the time of Bandoung in Asia and in Africa, when State capitalism was largely dominant, accompanied by strong social policies. But this kind of State intervention is not on the agenda. Also, are the progressive social forces able to impose such a transformation? Not yet to my viewpoint.

    The other choice is the toppling of the oligopolies’ exclusive powers, unthinkable without, finally, their nationalisation leading progressively to the socialisation of their management. End of capitalism? I do not think so. Yet, I submit that changes in classes' relations are possible, imposing adjustment to the capital, in answer to the demands of working classes and peoples. The conditions for such an evolution to occur imply the progress of social struggles, still fragmented and on the defensive position altogether, moving towards a political coherent alternative. In that perspective, the long transition from capitalism to socialism becomes possible. The advances in this direction are obviously always uneven from one country to the other and from one phase to the other.

    The dimensions of this desirable and possible alternative are numerous and concern all aspects of economical social and political life. I will recall here the general lines of this necessary answer:
    (i) The re invention by the working people of adequate organizations allowing the construction of their unity, bypassing the fragmentation due to the forms of exploitation (unemployment, precariousness and “informal”).
    (ii) The awakening of theory and practice for democracy associated to social progress and respect of people’s sovereignty, not dissociated from them.
    (iii) The emancipation from the liberal virus based on the myth that the "individual" has already become the subject of history. Frequent rejects of ways of living associated to capitalism (multiple alienations, patriarchal relations, consumerism and destruction of the planet) signal the possibility of this emancipation.
    (iv) To get rid of atlantism (NATO) and militarism, associated to it, aiming at the organization of the planet on the basis of apartheid on the world scale.

    In the countries of the North, the challenge is to avoid that the general opinion adopts a consensus in support of privileges unacceptable by the peoples of the South. The necessary internationalism goes through anti imperialism and not the “humanitarian”.

    In the countries of the South, the strategy of the world oligopolies is to transfer the weight of the crisis on these peoples (devaluation of money reserves, fall of the export raw resources prices and rise of import ones). In counterpoint the crisis presents the opportunity for the renewal of national, popular, democratic alliance of working classes, and on that basis the move from a pattern of capitalist dependent development with growing exclusion of majorities towards an alternative pattern of inclusive development, in other words "delinking". This involves:

    (i) The national control of monetary and financial market (moving away from the integrated global monetary and financial "market").
    (ii) The control of modern technologies, accessible now (defeating the exclusive monopoly of the North, overprotected by WTO rules on industrial property).
    (iii) The recuperation of the use of natural resources.
    (iv) The defeating of global management, dominated by the oligopolies (WTO) and the military control of the planet by the USA and their allies.
    (v) The liberation from the illusions of an autonomous national capitalism system as well as of passeist myths (para religious or para etnic).
    (vi) The agrarian question lies in the heart of decisive choices in Third world countries. An inclusive pattern of development needs an agrarian radical reform, that is a political strategy based on the access to the soil for all peasants (half of humankind). On the opposite, the solutions proposed by the dominant powers –to accelerate the privatization of arable soil, and its transformation into merchandise- lead to massive rural disintegration. The industrial development of the concerned countries being not able to absorb this overabundant manpower, this one crowds together in shantytowns or risks its life trying to escape in dugouts via the Atlantic Ocean. There is a direct link between the suppression of access to the soil and the migratory pressures.
    (vii) Can regional integration, while encouraging the emergence of new development poles, constitute a resistance and an alternative? Regionalisation is necessary, maybe not for giants such as China, India or even Brazil, but certainly for many other regions in South-East Asia, in Africa or Latin America. Venezuela has rightly chosen to create ALBA (Bolivarian Alternative for Latin America and the Caribbean’s) and the Bank of the South (BANCOSUR), long before the crisis. But ALBA –an economical and political integration project- has not yet received the support of Brazil or even Argentina. However, BANCOSUR, whose aim is to promote another development, gathers these two countries, even though they still have a conventional conception about the role of this bank.

    Progresses in this or that direction, North and South, the basis of workers and peoples internationalism, constitute the only guarantees for the reconstruction of a better, multipolar democratic world, the only alternative to the barbarism of the aging capitalism. More than ever, the struggle for the 21st century socialism is on the agenda.

    Venezuela Ratifies Election System Security


    Caracas, Nov 24 (PL) The automated system used during the regional and municipal elections in Venezuela is completely safe and reliable, according to National Election Council Rector Vicente Diaz.

    The denunciations by some citizens that their choice had changed after they voted were false, the official told reporters at the Council"s headquarters.

    He pointed out that the software used in all polling stations throughout the country was audited accurately and efficiently by computer engineers and representatives of political parties.

    Diaz repeated that those voters, who are not satisfied with the result of their vote, can report it to the members of the election boards to take the measures established for those cases.

    Nearly 17 million Venezuelans voted on Sunday to elect 22 governors, 328 mayors, 233 legislative council members, 13 council people for the Metropolitan Town Hall of Caracas and seven members of the Metropolitan Town Hall of Alto Apure.

    Venezuela Normal after Elections

    Caracas, Nov 24 (Prensa Latina) Venezuela returns Monday to its usual activities after successful regional and municipal elections, in which over 65 percent of those registered voted.

    For politicians from different trends, the significant rise in attendance represented one of the greatest triumphs this Sunday, because it ended abstentionism that hovered around 50 percent in these kind of polls.

    "The Venezuelan people have expressed themselves with strength, and showed extensive participation when voting," stated Venezuelan President Hugo Chavez, after the National Electoral Council published its first report.

    "To me, as a head of State, this is a signal to boost the Bolivarian Revolution started in this South American country in 1999," Chavez said.

    Candidates of the United Socialist Party of Venezuela (PSUV) won in 17 of the 20 states, whose results have been published in the mentioned official report that had counted 95.67 percent of the voting papers.

    So far, Yaracuy, Delta Amacuro, Vargas, Apure, Aragua, Barinas, Bolivar, Cojedes, Falcon, Guarico, Lara, Merida, Monagas, Portuguesa, Sucre, Trujillo and Anzoategui states are in the hands of the socialists.

    The opposition dominates Zulia, Nueva Esparta and Miranda states, in addition to the Caracas Metropolitan Council.

    "This has been a special success of the PSUV, but the victory is also of all Venezuela, which ratified its democratic triumph and honored the National Constitution," Chavez stated.

    On Sunday, almost 17 million Venezuelans elected 22 governors, 328 mayors, 233 legislative council members, 13 councilors for the Caracas Metropolitan Council, and seven for the Alto Apure Metropolitan City Hall.

    Enkele meetbare fenomenen van het “Chávez populisme”

    Met vrijheidsgaranties voor de oppositie (iets wat iedere onbevooroordeelde observator zou kwalificeren als “ongebruikelijk”), zal aanstaande zondag het volk van Venezuela zich naar de stembussen begeven.
    Deze keer, om bestuurders en burgermeesters te kiezen.
    Als de prognoses gelijk krijgen, dan zal de Bolivariaanse revolutie opnieuw imponeren tijdens de verkiezingen. Verschillende opiniepijlers voorspellen dat de Partij van de Verenigde Socialisten (PSUV) 21 van de 23 nationale bestuurders en 329 burgermeesters van het land (67 procent) zal verkrijgen.
    Drie presidentiële verkiezingen (1998, 2000, 2006); drie constitutionele referenda (twee in 1999, 1 in 2004); twee parlementaire verkiezingen (1999, 2005); twee gemeentelijke en parochiale (2000, 2005), en één meer, regionaal (2004).     De Chileense opiniepijler Latinbarometro, zeker geen “Chavist”, deed een paar metingen over de “mate van tevredenheid met de democratie”. In 1998 stond Venezuela met 35 punten onder het algemeen gemiddelde. In 2007 steeg het vertrouwen tot 59%.
    Wat betreft de Staat en de publieke politiek , dacht 67% van de Venezolanen dat de staat al hun problemen kon oplossen, tegen een gemiddelde van 38 % in Latijns Amerika die er hetzelfde over denkt.

    Con libérrimas garantías para la oposición (cosa que cualquier observador desprejuiciado calificaría de "insólitas"), el pueblo de Venezuela concurrirá a las urnas el domingo venidero. Esta vez, para elegir gobernadores y alcaldes.
    Si los pronósticos aciertan, la revolución bolivariana volverá a imponerse en las urnas. Algunas firmas de encuestas pronostican que el Partido Socialista Unido de Venezuela (PSUV) conseguirá 21 de 23 gobernaciones y 329 alcaldías del país (67 por ciento).
    Tres comicios presidenciales (1998, 2000, 2006); tres referendos constitucionales (dos en 1999, uno en 2004); dos elecciones parlamentarias (1999, 2005); dos municipales y parroquiales (2000, 2005), y una más, regional (2004). Hugo Chávez sólo perdió el referendo para la reforma constitucional (diciembre de 2007).
    Diez años de democracia real, y 11 victorias electorales consecutivas, incluyendo la que perdió por la mínima diferencia. Total y efectivo: diez y media victorias. ¿Qué "misterios" subyacen en el masivo apoyo que reciben Chávez y el gobierno que conduce?
    Revisemos algunos indicadores de lo que algunos sabios llaman "metapolítica populista chavista" (periodo 1998-2007, datos oficiales).
    • Pobreza extrema: bajó de 20.3 a 9.4 por ciento.
    • Pobreza general: de 50.4 a 33.07.
    • Brecha riqueza-pobreza: de 28.1 a 18.
    • Mortalidad infantil: de 21.4 a 13.9 por cada mil nacidos vivos.
    • Desocupación: de 16.06 a 6.3.
    • Salario mínimo: de 100 mil bolívares, a 614 mil 790 (154 a 286 dólares –el más alto de América Latina–, sin incluir el "cesta-ticket", y otros beneficios que reciben 2 millones 58 mil 373 trabajadores y trabajadoras de los sectores público y privado).
    • Aumento del poder adquisitivo: 400 por ciento.
    • Inflación promedio: gobierno de Jaime Lusinchi (1984-88) 22.7 por ciento; Carlos Andrés Pérez (1989-93) 45.3; Rafael Caldera (1994-98) 59.4; Hugo Chávez (1999-2007) 18.4 por ciento.
    • Educación: de 3.38 a 5.43 por ciento (inversión social respecto del PIB).
    • Educación prescolar: de 44.7 a 60.6.
    • Educación básica: de 89.7 a 99.5
    • Educación media y diversificada: de 27.3 a 41.
    • Educación superior: de 21.8 a 30.2.
    • Alimentación escolar: de 252 mil 284 a un millón 815 mil 977 beneficiarios.
    • Acceso a Internet: de 680 mil a 4 millones 142 mil 68 usuarios.
    • Salud: de 1.36 a 2.25 por ciento.
    • Acceso al agua potable: de 80 a 92 por ciento
    • Recolección de aguas servidas: de 62 a 82.
    • Situación económica futura del país ("mucho mejor", "un poco mejor"): 50 por ciento de los consultados por Latinbarómetro respondió "mucho mejor", en tanto el promedio de los países latinoamericanos dijo "poco mejor" (31 por ciento).
    • Situación económica actual ("muy buena", "más buena"): 52 por ciento de los venezolanos respondieron "muy buena", en tanto el promedio continental fue "buena" para 21 por ciento.
    La encuestadora chilena Latinbarómetro, nada "chavista" por cierto, realizó un par de mediciones en torno al "grado de satisfacción con la democracia". En 1998, Venezuela figuraba con 35 puntos, por debajo del promedio general. En 2007, la confianza creció a 59 por ciento.
    En cuanto a desempeño del Estado y políticas públicas, 67 por ciento de los venezolanos piensan que el Estado puede resolver todos sus problemas, contra un promedio de 38 por ciento que en América Latina piensa igual.
    Aprobación o desaprobación de la gestión del gobierno encabezada por Chávez: 61 por ciento respondió a Latinbarómetro positivamente, por debajo de 75 alcanzado en abril de 2002, cuando el fallido golpe de Estado respaldado por Washington y Madrid.
    En 2007, la confianza depositada en Chávez fue de 60 por ciento, contra un promedio de 43 puntos respecto de otros gobernantes de América Latina.
    Otra encuestadora, la famosa Gallup, preguntó a más de 50 mil personas del mundo: "en lo que a usted concierne, ¿cree que 2008 será mejor o peor que 2007?" Entre 54 países, Venezuela ocupó el quinto lugar: 53 por ciento de optimistas.
    Tales son los datos que ocultan la Sociedad Interamericana de Prensa (SIP), el grupo español Prisa, y los medios electrónicos de embrutecimiento colectivo (CNN, Fox, Televisa, Tv Azteca, Venevisión, Tv Globo, Multimedios Clarín, etcétera).

    Presidente Chávez rinde homenaje a Danilo Anderson en el Poliedro de Caracas

    Caracas, 18 ABN.- A petición del presidente del Partido Socialista Unido de Venezuela (PSUV), Hugo Chávez Frías, los asistentes al poliedro de Caracas rindieron, este martes, un minuto de aplausos y vitoreos pare rendir homenaje al asesinado fisca del Ministerio Público, Danilo Anderson.

    Durante una reunión que sostuvo en el poliedro de Caracas con la maquinaria electoral del Área Metropolitana, con el objetivo de afinar los últimos detalles organizativos en el contexto de las elecciones regionales del 23 de noviembre. Una marea roja aplaudió y vitoreó al unisono el nombre de Danilo Anderson.

    “Por su ejemplo de dignidad, por su valor, por su ejemplo, por su sacrificio, por su patriotismo, por su moral indomable, por haber sido un hombre revolucionario del pueblo. ¡Viva Danilo Anderson, el caraqueño patriota!”, sentenció Hugo Chávez.

    Asimismo, señaló que el recuerdo de Danilo Anderson es vivo y doloroso. “Él vive en nosotros por su valentía, por su dignidad, el es guía para nosotros”.

    “La muerte de Danilo Anderson será absorbida por la victoria popular del socialismo, por la victoria de la Revolución bolivariana. Danilo es vida para Caracas”, añadió el líder psuvista.

    Danilo Anderson, quien era fiscal cuarto de Ambiente con competencia nacional, a las 11:00 de la noche del jueves 18 de noviembre de 2004, falleció producto de dos bombas colocadas en su vehículo, las cuales explotaron mientras conducía su automóvil por una calle del sector Los Chaguaramos de Caracas.

    Esa bomba, además de crear una onda expansiva que dañó edificaciones cercanas al lugar del hecho, causó la muerte inmediata del fiscal, cuyo cuerpo fue prácticamente calcinando más allá del reconocimiento.



    Breve reseña biográfica de Danilo Anderson (29-10-1966/18-11-2004)

    El fiscal Danilo Anderson irrumpió en la escena pública en el año 2002, luego del golpe de Estado del 11 de abril de ese mismo año en contra del Gobierno del presidente, Hugo Chávez Frías.

    Estuvo presente en el restablecimiento de la señal de Venezolana de Televisión el día 13 de abril de 2002 y luego se hizo cargo de la acusación en contra de los que participaron en los acontecimiento de Puente Llaguno.

    Anderson, de 38 años de edad recién cumplidos para el momento de ser asesinado, se crió en la parroquia La Vega, donde vivió 34 años. Estudió Geografía en la Universidad Central de Venezuela y posteriormente estudió Derecho en la máxima casa de estudios, donde se graduó en 1995. Trabajó, luego, como inspector general de Hacienda.

    Ingresó a la Fiscalía General de la República en 2000, después de participar en un concurso de credenciales que organizó leste organismo, donde salió electo para un cargo de fiscal auxiliar.

    Su competencia inicial fue el área ambiental, pero su actuación durante el golpe de Estado mostró la fuerza y la valentía para enfrentar el momento que vivía el país.

    Desde ese año salió a relucir a la opinión pública y nunca más salió de allí. Atacado y vilipendiado por medios y políticos de la oposición, ello no melló en nada su disposición a hacer justicia.

    Célebres fueron sus actuaciones en los casos en contra de la Policía Metropolitana, lo que causó que seis agentes de ese cuerpo policial fueran acusados por algunas de las muertes del 11 de abril de 2002, en Puente Llaguno.

    Estaba dedicado al estudio del expediente de los participantes en el golpe de Estado, razón por la cual tenía previsto citar a más de 400 personas firmantes de la autoproclamación de Pedro Carmona Estanga. Algunos ya habían acudido a la citación, especialmente los dueños de los medios de comunicación social privados.

    Igualmente tuvo en sus manos el caso de la embajada cubana, con lo cual logró llevar a prisión al actual alcalde de Baruta, Henrique Carriles Radonsky, por haber violado tratados internacionales cuando irrumpió en contra de la embajada.

    Asimismo, había dictado orden de prohibición de salida del país a Alfredo Peña, quien en 2002 era alcalde Mayor, y a dos de sus colaboradores más cercanos, así como a los directores de la Policía Metropolitana: Henry Vivas y Lázaro Forero.
