Denunciar y desconocer la farsa electoral en Honduras

Llamamiento internacional a denunciar y desconocer la farsa electoral en Honduras 

Las organizaciones sociales, políticas y solidarias así como personas a título individual abajo firmantes declaramos:

1. El golpe de Estado en Honduras, con la participación cómplice de Estados Unidos, y materializado por Michelleti y su régimen de facto, carga con 21 personas asesinadas, existen 4 mil 234 denuncias por violación de las libertades fundamentales, 7 atentados, 95 amenazas de muerte, 133 casos de torturas, 394 personas con lesiones y 211 heridas a causa de la represión, 1.987 detenciones ilegales, 2 intentos de secuestro y 114 presos políticos acusados de sedición. Y cada día que pasa estas cifras siguen aumentando.

2. Los golpistas se mantienen en el poder demostrando con este gesto su profundo desprecio por la democracia y su nulo reconocimiento del derecho soberano de los pueblos a expresarse a través del voto.
El tiempo ha demostrado que tanto las maniobras del gobierno norteamericano, como las de la OEA, sumisa a sus intereses, no pretendían defenderla, sino simplemente dilatar, obstruir y finalmente apoyar a quienes ahora pretenden desarrollar una farsa electoral .

3. Al cumplirse la fecha del 30 de octubre, Estados Unidos ha creído oportuno maniobrar y posibilitar el acuerdo entre el Gobierno presidido por Manuel Zelaya Rosales y los golpistas, el llamado Acuerdo Tegucigalpa/San José, lo que llevaría a legitimar las elecciones del 29 de noviembre y que el movimiento popular no pudiera llegar con potenciales posibilidades a las mismas.
Los golpistas han incumplido el acuerdo. El presidente constitucional continúa cercado en la embajada de Brasil, la represión persiste. En un gesto de cinismo sin límites, Estados Unidos se ha apresurado a declarar que reconocerá las elecciones. El Presidente Manuel Zelaya Rosales ha denunciado la total impunidad con que se van a desarrollar las elecciones del 29 de noviembre. El Frente Nacional de Resistencia y otras fuerzas democráticas han anunciado asimismo, que no acudirá a las urnas y boicoteará la farsa electoral.

4. La mayoría de medios de comunicación, al servicio de la oligarquía, los imperialismos y sus trasnacionales, ya dan por solucionada la crisis y quieren legitimar las elecciones del 29 de noviembre de 2009. A pesar de este esfuerzo coordinado y mediático por dar por finalizada la crisis, la lucha del pueblo hondureño continúa y reitera sus demandas:
1. Restitución incondicional del Presidente Manuel Zelaya Rosales a la presidencia de la República de Honduras restaurando la situación existente con anterioridad al día 28 de junio de 2009

2. Desconocimiento del proceso electoral del 29 de noviembre de 2009.

3. Tras la ruptura del orden constitucional por la casta política oligárquica, más que nunca: Convocatoria de Asamblea Constituyente.

4. Juicio y castigo a los golpistas y sus cómplices.
También, sumándonos a estas demandas legítimas del pueblo hondureño, pedimos a los Gobiernos e instituciones internacionales no reconocer las elecciones del 29 de noviembre, no enviar ningún tipo de comisión o misión de observadores internacionales y mantener la presión política, económica y financiera contra la dictadura cívico-militar impuesta por la oligarquía y el imperialismo, así como desconocer a las autoridades espurias que pretendan presentarse como representantes electos del pueblo Hondureño.

The United States seeks to surround Chavez as it surrounded Allende

Caracas, Nov 20 ABN.- The United States, just as it did in Chile during the coup d'etat it leaded against Salvador Allende, which ended in the assassination of the Chilean president, tries now to apply the same recipe against the president of the Bolivarian Republic of Venezuela, Hugo Chavez Frias; for that it tries to besiege militarily the country.

This way Gonzalo Mesa Allende, grandson of the former Chilean president, referred to the establishment of seven military bases from the United States in Colombian territory, during his speech at the International Encounter of Left-wing Parties, in which take part 150 delegates coming from about 40 countries of around the world.

Though Mesa Allende warned that the correlation of forces in the world has changed, since the United States has no more the mask of world power, he affirmed that the threat persists because a North American attack against Venezuela would be carried out at second hand.

“Hardly ever the United States has acted militarily in the region, except in small countries such as Grenada, Panama and the Dominican Republic. With a country like Venezuela, in this new world context, they would not dare to act directly,” he said.

The United States seems to fear the process of democratic changes leaded by President Chavez since 10 years ago in Venezuela, as it feared the socialist Chile of Salvador Allende in 1973.

“Venezuela has proved, as it occurred in my country, that socialism can be built in democracy, in peace and in compliance with the reality of each nation without the need of copying the soviet model as if we were setting a computer program,” Mesa Allende expressed.

Moreover, he highlighted the participation of the citizenship on the decision making in great issues that impact the people and therefore he praised the leadership of the Venezuelan citizen in Venezuela since the Bolivarian Revolution arrived in 1999.

“In Venezuela, citizens are consulted not only to choose public officials in time of election, but they are also leaders in affairs of huge relevance, such as the possibility of amending or reforming the Constitution of the Republic or revoking a term to a governor,” he said.

Mesa Allende gave recognition to the level reached by Socialism in Venezuela and the credibility in the democratic institutions of the country.

Therefore, he referred to the Venezuelan electoral system, which announced the victory of the amendment to the national Constitution but which had previously determined the defeat of the constitutional reform that had been presented by the Venezuelan Executive.

Uribe’s Minister launches new provocations against Venezuela

Caracas, Nov 19. ABN.- Once again, the Government of Colombia is on the side of illegalities and distorting the truth, as it stated that it will denounce Venezuela before international organs for the blow of two border bridges, which were used for smuggling, drug trafficking and the paramilitarism, alleging that said action violates international humanitarian rights.

“We are witnesses of a new provocation, another manipulation of the Colombian Government, because they are making reference to border bridges, international bridges, as if said bridges [the ones that were destroyed] were legal,” said the Vice-President of the Bolivarian Republic of Venezuela Ramon Carrizalez, in response to the statements made by the Colombian defense Minister Gabriel Silva Lujan. The latter told media that “people in uniform arrived in the Venezuelan side, apparently part of the Venezuelan Army; localized two pedestrian crossings linking communities of both sides –civilian bridges built by communities itself; and the people in uniform blasted them in the Venezuelan side to affect the normal life of civilian population.”

In a telephone contact with the Venezuelan state-owned television channel Venezolana de Television (VTV), Carrizalez cleared up that “the border crossings have to be convened by both governments, with the presence of both States, with customs and the rest of the regular inspection points. However, when we find improvised crossings in non-convened places or any other kind of construction used for smuggling and drug trafficking, we are obliged to exercise our sovereignty.

“We have never passed to the Colombian territory or attacked that country as they are pretending. They want to qualify us as the aggressors to generate a media campaign, in which they would be seen as victims, trying to hide the reality of a Colombia that has been transformed into a great Yankee military base putting in risk the stability of all the South American countries,” the Vice President said.

Carrizalez reminded that the Government of Colombia “kidnapped in Venezuela a Colombian citizen and took him by force back to his country; we must also remember the attack of which Ecuador was victim; the accomplice manner in which the Government of Colombia let the drugs pass to our country; and the paramilitarism supported by the Colombian Government that has passed the border to Venezuela.

“When we analyze all those elements, which are enough to denounce Colombia as an outlaw Government, it is clear who the aggressor and the warmonger is and it does not cause any surprise the statements made by Colombian officials, because they are trying to hide that they handed over the sovereignty of their country,” said the Venezuelan Vice- President.

The bridges, located over the Tachira River (Venezuela) border with the department of Norte de Santander (Colombia), are clandestine crossings or shortcuts used by drug dealers, paramilitaries and smugglers.

In this sense, Carrizalez reiterated that “we will continue enforcing international laws. Our country is a victim of drug trafficking and paramilitarism; thousands of Colombians come to our country displaced by the war in their country, due to the lack of attention of their Government that does not care Colombians to move out from their territory, because the Government is getting rid of a social problem. Said Government is just an oligarchy that only cares its businesses and the control over media outlets, but not the country.”

Regarding the current situation in the border between Colombia and Venezuela, Carrizalez stated that the activities are taking place normally as well as the operations at the border crossings legally convened.

Socialism and capitalism confront in Latin America

Caracas, Nov 19 ABN.- Latin America is currently within a crusade starred by two contrary ideologies: capitalism, which seek to accelerate the processes of hyperconcentration of wealth; and socialism, which involves the unification of Latin America as part of the cooperation and respect to sovereignty.

The above statement was issued by the vice president for the Andean region of the United Socialist Party of Venezuela (PSUV), Ali Rodriguez Araque, during his speech at the opening of the International Encounter of Left-wing Parties.

“Two stances confront nowadays: that which shaped under the guidance of the FTAA (Free Trade Area of the Americas, devised by the United States); and the nascent ALBA (Alliance for the People of our America),” he stated.

Therefore, Rodriguez Araque recalled that one of the consequences generated by the capitalist policies has been the collapse of the economic system in different countries, while the approaches coming from the ALBA have boosted the regional integration and solidarity among the nations.

“The FTAA has intended to become our complete America into a broad market, where there would theoretically compete freely the economic forces in equal terms, but which would have simply worked to accelerate the processes of monopolization and hyperconcentration of wealth that the world underwent and which, somehow, it continues living under the overpowering thesis of neoliberalism, today in complete bankruptcy,” he said.

Rodriguez Araque called to strengthen the left in Latin America so as to boost the sovereignty of the people and guarantee independence and social welfare in the continent.

According to the PSUV leader, the encounter of left-wing parties was organized precisely with the purpose of devising strategies that would allow us consolidate the integration and to boost a solid political movement, “to guarantee the peace that people claim.”

“That is indeed the goal that has met us here today. We are sure that at the end it will take us to the goal, which is coordinating our efforts so as to confront the risk of aggression against our countries,” he stressed.

An official document from the Department of the US Air Force reveals that the military base in Palanquero, Colombia will provide the Pentagon with “…an opportunity for conducting full spectrum operations throughout South America…”

This information contradicts the explainations offered by Colombian President Alvaro Uribe and the US State Department regarding the military agreement signed between the two nations this past October 30th. Both governments have publicly stated that the military agreement refers only to counternarcotics and counterterrorism operations within Colombian territory. President Uribe has reiterated numerous times that the military agreement with the US will not affect Colombia’s neighbors, despite constant concern in the region regarding the true objetives of the agreement. But the US Air Force document, dated May 2009, confirms that the concerns of South American nations have been right on target. The document exposes that the true intentions behind the agreement are to enable the US to engage in “full spectrum military operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies…and anti-US governments…”

The military agreement between Washington and Colombia authorizes the access and use of seven military installations in Palanquero, Malambo, Tolemaida, Larandia, Apíay, Cartagena and Málaga. Additionally, the agreement allows for “the access and use of all other installations and locations as necessary” throughout Colombia, with no restrictions. Together with the complete immunity the agreement provides to US military and civilian personnel, including private defense and security contractors, the clause authorizing the US to utilize any installation throughout the entire country - even commercial aiports, for military ends, signifies a complete renouncing of Colombian sovereignty and officially converts Colombia into a client-state of the US.

The Air Force document underlines the importance of the military base in Palanquero and justifies the $46 million requested in the 2010 budget (now approved by Congress) in order to improve the airfield, associated ramps and other installations on the base to convert it into a US Cooperative Security Location (CSL). “Establishing a Cooperative Security Location (CSL) in Palanquero best supports the COCOM’s (Command Combatant’s) Theater Posture Strategy and demonstrates our commitment to this relationship. Development of this CSL provides a unique opportunity for full spectrum operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies, anti-US governments, endemic poverty and recurring natural disasters.”

It’s not difficult to imagine which governments in South America are considered by Washington to be “anti-US governments”. The constant agressive declarations and statements emitted by the State and Defense Departments and the US Congress against Venezuela and Bolivia, and even to some extent Ecuador, evidence that the ALBA nations are the ones perceived by Washington as a “constant threat”. To classify a country as “anti-US” is to consider it an enemy of the United States. In this context, it’s obvious that the military agreement with Colombia is a reaction to a region the US now considers full of “enemies”.

COUNTERNARCOTICS OPERATIONS ARE SECONDARY

Per the US Air Force document, “Access to Colombia will further its strategic partnership with the United States. The strong security cooperation relationship also offers an opportunity for conducting full spectrum operations throughout South America to include mitigating the Counternarcotics capability.” This statement clearly evidences that counternarcotics operations are secondary to the real objetives of the military agreement between Colombia and Washington. Again, this clearly contrasts the constant declarations of the Uribe and Obama governments insisting that the main focus of the agreement is to combat drug trafficking and production. The Air Force document emphasizes the necessity to improve “full spectrum” military operations throughout South America – not just in Colombia – in order to combat “constant threats” from “anti-US governments” in the region.

PALANQUERO IS THE BEST OPTION FOR CONTINENTAL MOBILITY

The Air Force document explains that “Palanquero is unquestionably the best site for investing in infrastructure development within Colombia. Its central location is within reach of…operations areas…its isolation maximizes Operational Security (OPSEC) and Force Protection and minimizes the US military profile. The intent is to leverage existing infrastructure to the maximum extent possible, improve the US ability to respond rapidly to crisis, and assure regional access and presence at minimum cost. Palanquero supports the mobility mission by providing access to the entire South American continent with the exception of Cape Horn…”

ESPIONAGE AND WARFARE

The document additionally confirms that the US military presence in Palanquero, Colombia, will improve the capacity of espionage and intelligence operations, and will allow the US armed forces to increase their warfare capabilities in the region. “Development of this CSL wil further the strategic partnership forged between the US and Colombia and is in the interest of both nations…A presence will also increase our capability to conduct Intelligence, Surveillance and Reconnaissance (ISR), improve global reach, support logistics requirements, improve partnerships, improve theater security cooperation and expand expeditionary warfare capability.”

The language of war included in this document evidences the true intentions behind the military agreement between Washington and Colombia: they are preparing for war in Latin America. The past few days have been full of conflict and tension between Colombia and Venezuela. Just days ago, the Venezuelan government captured three spies from the Colombian intelligence agency, DAS, and discovered several active destabilization and espionage operations against Cuba, Ecuador and Venezuela. The operations - Fénix, Salomón and Falcón, respectively, were revealed in documents found with the captured DAS agents. Approximately two weeks ago, 10 bodies were found in Táchira, a border zone with Colombia. After completing the relevant investigations, the Venezuelan government discovered that the bodies belonged to Colombian paramilitaries infiltrated inside Venezuelan territory. This dangerous paramilitary infiltration from Colombia forms part of a destabilization plan against Venezuela that seeks to create a paramilitary state inside Venezuelan territory in order to breakdown President Chávez’s government.

The military agreement between Washington and Colombia will only increase regional tensions and violence. The information revealed in the US Air Force document unquestionably evidences that Washington seeks to promote a state of warfare in South America, using Colombia as its launching pad. Before this declaration of war, the peoples of Latin America must stand strong and unified. Latin American integration is the best defense against the Empire’s aggression.

Unasur insiste en invitar a Obama para que aclare instalación de bases militares en Colombia


Caracas, 09 Nov. ABN. El titular del Consejo de Defensa de la Unión de Naciones Suramericanas (Unasur), Javier Ponce, señaló que el organismo debe insistir en una cumbre en la que esté como invitado el presidente de Estados Unidos (EEUU), Barack Obama, para que explique la presencia de su país en siete bases militares instaladas en territorio colombiano.

El también responsable y ministro de Defensa de Ecuador, destacó que 'está pendiente' la propuesta del presidente de Brasil, Luiz Inácio Lula, sobre la participación de Obama en una cumbre de la Unasur para abordar el tema de las actividades del Pentágono en el país andino.

'Hay que insistir en eso, debido a que nos preocupa muchísimo el documento de la Fuerza Aérea de EEUU, que considera conveniente el uso de bases colombianas cuando en la región hay narcotráfico, terrorismo y gobiernos anti-estadounidenses', dijo el ministro, según reporte de Telesur.

En este sentido, el texto establece que una vez conformada la Localidad de Cooperación en Seguridad (CSL), EEUU obtiene 'una oportunidad única para las operaciones de espectro completo en una sub-región crítica en nuestro hemisferio, donde la seguridad y estabilidad están bajo amenaza constante por las insurgencias terroristas financiadas con el narcotráfico, los gobiernos antiestadounidenses, la pobreza endémica, y los frecuentes desastres naturales'.

Para Quito esta 'es una afirmación muy grave', y el problema es suficiente motivo 'para una charla con Obama', a quien el pasado mes de agosto Lula planteó invitar a la cumbre de Unasur en Bariloche (sureste de Argentina).

En esa ocasión, el presidente de la República Bolivariana de Venezuela, Hugo Chávez, afirmó que la instalación de las bases militares en Colombia es una estrategia global de guerra ideada por EEUU.

Por su parte, el Gobierno boliviano anunció que las bases militares son una intimidación para los países miembros de la Alianza Bolivariana para los Pueblos de Nuestra América (Alba).

'Hay que analizar el tema y la preocupación de Venezuela', indicó Ponce, quien a partir de este martes, iniciará una gira por Argentina y Brasil como presidente del Consejo Suramericano de Defensa.

Esos países son 'claves en el Consejo y voy a discutir con las autoridades respectivas' esta situación, apuntó, a la vez que asomó la posibilidad de una reunión urgente del organismo.

Por su parte, el presidente de Bolivia, Evo Morales, ante la posibilidad de que EEUU emprenda acciones de espionaje a países suramericanos, llamó este lunes a una reunión de emergencia del Alba.

Chávez ratifica que puentes destruidos eran usados para el narcotráfico

El presidente de la República Bolivariana de Venezuela, Hugo Chávez, manifestó que la destrucción por parte de las autoridades competentes de dos pasos peatonales ilegales en la frontera con Colombia, forma parte de las acciones militares de rutina para resguardar esa zona.

"El Ejército venezolano hizo algo en territorio venezolano, una operación rutinaria, con la destrucción de las pasarelas que son utilizadas por paramilitares y contrabandistas de alimentos y gasolina", ratificó.

Durante la clausura del encuentro mundial de partidos y movimientos de izquierda, Chávez afirmó que la frontera colombo- venezolana esta asolada por el "narcotráfico y los paramilitares provenientes del vecino país".

El jefe de Estado reiteró la actitud cínica del presidente de Colombia Álvaro Uribe al "denunciar ante la Organización de Estados Americanos (OEA) la voladura de estos puentes, supuestamente internacionales".

"Hemos tragado nosotros arena y clavo en esta relación con el gobierno de Colombia en los últimos años... Algunos me piden a mi paciencia. ¿Más paciencia? ¡Que yo reflexione!, todos los días reflexione. A veces no entiendo algunas declaraciones de la izquierda colombiana, pero bueno respetamos también posiciones", indicó Chávez.

El mandatario venezolano repudió la operación mediática desarrollada desde Colombia con el apoyo de los grandes medios internacionales, para pretender hacer ver que el Gobierno de Venezuela es el agresor, cuando es todo lo contrario.

"En este momento en Europa los europeos deben creer que Chávez mandó a volar un puente como el de Brooklyn o el Golden Gate, en las ciudades estadounidenses de Nueva York y San Francisco, haciendo ver que somos los agresores, los guerreristas", sostuvo.

"El imperio yanqui está preparando una guerra en América Latina (...) están inventando una guerra en Suramérica (...), así como inventaron la guerra en Irak están inventando una guerra contra Venezuela. Y, lo digo con gran dolor, la plataforma de la agresión contra Venezuela es Colombia", aseveró Chávez.

Instó al Estado colombiano a evitar esta guerra. Al tiempo de manifestar que ambas naciones son hijas de Libertador Simón Bolívar, son naciones hermanas, luchando por ser libres. "Yo iría llorando a una guerra con la hermana Colombia, pero no somos nosotros los que tenemos en las manos la posibilidad de concretarla o de evitar, no, ni siquiera es Colombia, es el imperio de Estados Unidos", reiteró.

Chávez laat bruggen opblazen aan grens Colombia

CARACAS - De Venezolaanse president Hugo Chávez heeft het opblazen van twee voetgangersbruggen donderdag aan de grens met Columbia als routinewerk afgedaan.

Volgens hem doet Colombia net alsof het om de Golden Gate-brug in de VS gaat, maar betrof het in werkelijkheid twee illegaal gebouwde bruggen over de rivier Táchira.

Colombia beweert dat de bruggen dertig jaar geleden door de lokale gemeenschap werden gebouwd om beter samen te kunnen werken in het gebied.

Het land ziet het verwoesten van de bruggen als een aanval op de Colombiaanse bevolking. Volgens Venezuela werden de bruggen door drugshandelaars en smokkelaars gebruikt.

Spanningen

Door het opblazen van de bruggen liepen de spanningen tussen beide landen nog hoger op. Chávez gooide vrijdag nog meer olie op het vuur en kondigde aan dat Venezuela ook andere geheime toegangswegen en drugslaboratoria uit het buurland gaat vernietigen.

De relatie tussen Colombia en Venezuela is al maanden gespannen. Het zint Chávez niet dat de VS zeker zeven militaire bases op Colombiaans grondgebied mogen vestigen.

Vanaf die locaties wordt het leger ingezet om drugshandel en guerrillagroepen als de Colombiaanse FARC te bestrijden.

Amerikaanse invasie

Chávez voorziet een Amerikaanse invasie van Venezuela, dat rijk is aan olie. Hij riep zijn legerleiders twee weken geleden op zich voor te bereiden op oorlog.

Colombia liet vrijdag weten dat het leger in opperste staat van paraatheid is gebracht om iedere aanval te kunnen afweren.

Venezuela rejects U.S. offer to mediate in crisis with Colombia

The Ministry of People's Power for Foreign Affairs of the Bolivarian Republic of Venezuela in connection with the recent statements by officials of the United States's government over their "interest in promoting stability and dialogue" between Colombia and Venezuela, would like to recall that the installation of military bases under the unrestricted control of the United States in Colombia constitutes the source of a situation of instability and regional concerns.

The disproportionate U.S. military deployment on Colombian soil, tries to justify to the government of Colombia as a bilateral effort to combat drug trafficking and terrorism. These arguments are false and do not dissipate the doubts and concerns that the countries of the South American region has on these military bases, perceived in terms of threats due to the magnitude of the program that will be implemented with the installation of equipment for electronic warfare, intelligence work, military officers and personnel of security contractor companies.

The strengthening of the military presence from the United States is geared to project their global power to deter, under the threat of military operations, to countries that, as the Bolivarian Republic of Venezuela, maintain a critical position in relation to their imperialist policies. In this strategy, the Palanquero base will have a strategic importance role, since it could serve as a scale for out-of Colombian territory missions. Venezuela wishes to draw attention on that while the text of the "Supplementary Agreement for Cooperation and Technical Assistance in Defense and Security" does not cover operations in third countries, it neither explicitly prohibits them.

The concern of Venezuela on considering as a serious threat the presence of these bases in Colombian territory under the unrestricted control of the U.S., has strong foundations in the most recent violations of international law carried out by Colombia and the United States.

In the case of the government of Álvaro Uribe, to have illegally attacked the territory of the Republic of Ecuador in March 2008, was violated paragraph 4 of Article 2 of the United Nations Charter, under which the States, in their international relations, shall refrain from the threat or use of force against the territorial integrity or political independence of any other State or in any other manner inconsistent with the purposes of the United Nations.

For its part the United States, with the war in Iraq, violated resolution 1441 (2002) of the Security Council. This resolution established a rigorous inspections regime that strengthened the authority of the Committee on Monitoring, Verification and Inspection of the United Nations (UNMOVIC) and the International Atomic Energy Agency (IAEA). The resolution did not authorized the use of force in case of violation by Iraq, the United States have violated the United Nations Charter by launching military action without the approval of the Security Council.

These illegal actions contrary to the writings and spirit of the United Nations Charter, and the rules that forbid the use of force in international relations, very recently violated by Colombia and the United States, justify the concern of the South American countries by an exaggerated operational and defensive capability and a clear cession of responsibilities of the own State of Colombia to the United States by the administration of President Álvaro Uribe.

While the administration of President Barack Obama has publicly stated its commitment to respect international law and multilateralism, the Venezuelan concern is strengthened by the fact that this administration continues repeatedly violating Resolution 1373 (2001) of the Security Council, which prevents the States to provide refuge to those who commit terrorist acts and prohibits the denial of requests for extradition of terrorists for political reasons. This country has breached the provisions of the Extradition Treaty with Venezuela by refusing, through legal subterfuges, to extradite the notorious international terrorist Luis Posada Carriles.

Given this real situation of threat to stability in the region by the U.S. government's, the proposal to mediate has a clear intention to divert attention from their primary responsibility in the crisis and is rude in the eyes of the aware peoples in the world.

The Government of the Bolivarian Republic of Venezuela reiterates its blunt rejection of the installation of the said U.S. military bases on Colombian soil, and their willingness to continue the debate within the UNASUR on the difficult regional situation generated by the governments in Washington and Bogota when signing the "Supplementary Agreement for Cooperation and Technical Assistance in Defense and Security."

Venezuela believes that if the United States has a real interest in collaborating to promote dialogue and regional stability, they must desist from their intention to make Colombia into the hub of their regional strategy of domination. and control over the countries of South America.

De blokkade tegen Cuba

"Onze problemen worden ad infinitum vermenigvuldigd door de blokkadepolitiek, door de permanente vijandigheid ... "Als je over de bilaterale grenzen gaat en het uitbreidt tot de wereld, dan is de druk zodat er niet wordt gehandeld met mijn land, zodat er geen kredieten worden verleend aan mijn land, niet die van een embargo maar het is die van een blokkade met alle consequenties van dien en dat is wat er plaats vindt sinds 1962 "...

Deze 28 oktober, is opnieuw aan de Algemene Vergadering van de VN-veiligheidsraad de stemming voorgelegd over een motie van verwerping van de blokkade van de de Verenigde Staten tegen Cuba.

Uitkijkend naar deze stemming hebben wij gesproken met de Cubaanse ambassadeur in Nederland, de heer Oscar de los Reyes. Een onderhoudende dialoog, het levert een beeld van de ervaring, de druk en de inspanningen waaraan dit broederland is onderworpen tegenover deze onmenselijke blokkade.

De ambassadeur begon met ons te vertellen, ... "Ik zou vanaf het begin willen zeggen, er is geen enkel aspect van het Cubaanse leven dat niet wordt beïnvloed door de blokkade: in de ochtend, middag, 's avonds. De blokkade is niet een zinsnede, het is een grimmige realiteit waaronder mijn land lijdt sinds 1962. Op politiek niveau, in het begin, probeerden ze te verstikken wat ze niet op een andere manier niet gelukt is in de eerste jaren van de revolutie, het beletten van de ontwikkeling van Cuba, het beletten van het welzijn van Cuba, en het beletten van de banden van Cuba met de rest van de wereld.
Het land isoleren, gecombineerd met een extreem hard beleid,op het financiële en economische terrein met andere aderlatingen van de Cubaanse samenleving zoals de nauwelijks in de rest van de wereld bekende wet van het Cuban Adjustment Act. Een wet die van kracht is sinds 1966. Gericht op het aantrekken van illegale immigratie Cuba naar de VS ... "

De rust en overtuiging om dat wat niet te rechtvaardigen is te beschrijven, heeft ons aangetoond dat de oorspronkelijke bedoeling van deze willekeurige maatregel van de Verenigde Staten, was om een einde te maken aan een volk dat wist hoe zij de geschiedenis in eigen handen wist te nemen, dat de staat die afhankelijk van het bedrijfsleven was vernietigde, een staat die verbonden was met het Amerikaanse imperium dat dit soort zaken niet vergeeft die tot doel hebben dit terug te dringen met een blokkade, intimidatie, interferentie met soevereine onafhankelijke politiek die niet alleen door Cuba wordt opgeeist, maar door al onze volkeren in Latijns-Amerika.

De vernietiging van die Staat die een schandelijk beleid tegen het Cubaanse volk voerde, was de triomf van de revolutie en maakte zo een proces mogelijk dat garant staat voor de waardigheid, rechtvaardigheid, democratie en menselijke ontwikkeling in samenhang met de omgeving. Deze revolutie, blijft na 50 jaar, een voorbeeld voor de wereld.

Cuba, dat wordt ondersteund door haar triomfantelijke revolutie, heeft geleden, meer dan meer dan 40 jaar lang, onder deze onmenselijke economische blokkade van het machtigste land in de wereld en het heeft Cuba miljoenen doen verliezen, zowel in materiële als in personele zin.

Deze economische blokkade is een aanslag op alle terreinen van het dagelijks leven van het Cubaanse volk.
Zo beschrijft De Los Reyes: "... Cuba, met enorme toegenomen problemen, zonder twijfel door de gevolgen van de blokkade, met onze eigen beperkingen, met onze eigen tekortkomingen, in combinatie met de omstandigheden van het beleg door de belangrijkste weeldmacht, hier zijn wij, hier staan wij, wij zoeken voortdurend naar oplossingen voor de problemen.

Het zou naïef zijn te zeggen dat wij vrij zijn van fouten, onvolkomenheden, maar de eersten die daarvan bewust zijn, zijn wij zelf, de Cubanen. Wij pretenderen niemand te belazeren door te zeggen dat al onze problemen door de blokkade komen. Neen Neen ! Onze problemen vermenigvuldigen zich ad infinitum door die blokkadepolitiek, die permanente vijandigheid, die immense moeilijkheid om datgene aan te schaffen, uit te wisselen, in te voeren in het land datgene wat niet wordt verschaft, dat wat naar particuliere broekzakken gaat, dat wat niet naar particuliere winsten gaat, maar dat wat naar het volk gaat in de programma’s voor gezondheidszorg, onderwijs, nationale opbouw”...

Diverse Noord-Amerikaanse regeringen hebben getracht, op alle manieren, om zich te mengen in de Cubaanse maatschappij. Niets heeft die sterke relatie die het georganiseerde volk heeft met de revolutionaire regering aangetast. Alle inspanningen van de verschillende regeringen van de VS zijn mislukt. Zelfs de terroristische acties ondernomen door Orlando Bosch en zovele anderen konden de nationale eenheid niet destabiliseren.

Hoe is de kracht van het Cubaanse volk en zijn regering te begrijpen ?
De ambassadeur signaleert ons : ...“Om je op de kortste manier die tevens minutieus en precies is te kunnen beantwoorden : dit is het resultaat van een werkelijke revolutie die, op zijn minst, twee specificieke zaken had : de buitengewone capaciteit van de volksmobilisatie omtrent een idee, van een beweging, een wens tot nationale terugvordering, van herbevestiging van onafhankelijkheid dat het ontluiken was van een proces dat veel eerder begon dan in 1959.

De tweede en onlosmakelijke realiteit is het bestaan van een leider met de capaciteiten, sterkte, en vitaliteit als die van Fidel Castro. Of je het nu leuk vindt of niet, de Cubaanse revolutie heeft een naam, en dat is Fidel Castro Ruiz. 


Niet alleen door zijn buitengewone kwaliteiten maar door de oneindige capaciteiten om de kern te zijn van een pleiade van revolutionairen, die gevormd zijn door, vrucht zijn van, zich bewezen hebben vanaf de eerste actie van 26 juli met de aanval op het Moncada Kwartier, in 1953, die in de gevangenis hebben gezeten, die verbannen zijn geweest, die gevormd zijn door een leger, een guerilla leger, door twee jaren van strijd in de bergen door de invariabele lijn van de leiding van de revolutie naar de bevrijdende en antimperialistische nationale doelen van de Cubaanse revolutie.

Wij zouden over heel veel andere redenen kunnen praten hoe dit tot de vorming leidde niet van tien, maar van één partij, de herleving van een zogeheten Communistische partij van Cuba om aan het hoofd te staan van de voorhoede van het Cubaanse revolutionaire project, zich daar te centreren en te leiden.
De zeer zware beproevingen waar het Cubaanse proces doorheen is gegaan, door het enorme geluk dat het leven van onze leider bewaard is gebleven ondanks de ontelbare plannen om hem te vernietigen, te doden, publiekelijk en notoir te vermoorden.

Dit alles leidt tot één ding, de eenheid van het Cubaanse volk, van de overgrote meerderheid, niet de totaliteit, nooit zijn er totaliteiten.

De overgrote meerderheid van het Cubaanse volk die in de historische richting van Fidel, van zijn opvolgers van hen die zich bewezen hebben in de strijd, het natuurlijke recht dat leidde tot dat proces, een proces dat in 50 jaar geen enkel moment van rust of vrede heeft gehad.

Een volk dat hier staat, dat in de conditie was om de zwaarste omstandigheden het hoofd te bieden, inclusief de totale gewapende confrontatie, dat ondanks deze problemen altijd oplossingen zoekt, altijd zoekt hoe het vooruit kan komen, zoekt hoe het tot de verbeelding kan spreken van de jongere generaties die dergelijke beproevingen niet hebben doorstaan, zij doorstonden andere beproevingen.

Zij hebben slechts ontberingen leren kennen, slechts de verdwijning van het socialistische kamp, slechts de Speciale Periode, slechts de zwarte jaren van 93 en 94, de « apagones » (plotselinge uitval van electriciteit)… dat is onze geschiedenis, dat is onze verantwoordelijkheid, dit is ons commitment.

Het bekend maken, in de allereerste plaats aan onze generaties van jongeren en tegelijkertijd het te laten weten bij de vrienden die ons vergezeld hebben en waarvan wij hopen dat zij solidair met ons blijven, dat zij ons blijven begrijpen, blijven steunen, hun onvolprezen waarde laten blijken. Dat is wat ik kan zeggen »
In deze huidige periode, met de komst van president Obama, hebben veel mensen verwachtingen gehad, inclusief voor Cuba en de blokkade waar het eiland aan onderworpen is. Desalniettemin, in deze korte regeringsperiode van Obama wordt er al met desillusie gekeken.

De Cubaanse ambassadeur legt als volgt uit : « met president Barack Obama, en enkele cosmetische maatregelen die zijn regering heeft genomen, die in geen enkel opzicht een herziening van de blokkadepolitiek inhouden, maar simpelweg de eliminatie van de presidentiele maatregelen van zijn voorganger zijn, waar geen enkele raadpleging met het Congres voor nodig was, en niet een diepere actie van politieke herziening voorstellen.

Veel mensen, in vele landen, hebben hierin een verandering van de politiek gezien. Zo moet het niet worden gezien, en daarom is er het gesprek, de presentatie van dit thema door onze cancelier (Bruno Eduardo Rodríguez Parilla) voor de algemene vergadering van de Verenigde Naties, het is volstrekt duidelijk, hij heeft de verandering werkelijk gepresenteerd in de reisbeperkingen aan de Cubaanse Amerikanen die in de Verenigde Staten wonen die familieleden in Cuba hebben en een bescheiden vrijheid van de hoeveelheid geld die ze kunnen meenemen en uitgeven in Cuba, slechts zij die levende familieleden hebben in Cuba…. 


Het moet, zonder twijfel, gezien worden als een stap in de goede richting maar vergeleken met de structuur, met het minutieuze pad, van de zo inflexibele blokkade, is het slechts een bries tegenover een orkaan van druk. Druk die ook de geallieerden van de VS raakt.

Druk, in de praktijk afpersing door de VS van zijn geallieerden en die zich uit en goed gedocumenteerd is in het rapport dat Cuba jaarlijks presenteert aan de secretaris generaal van de VN en die met lijsten wordt onderbouwd met détails van voorbeelden van de druk die wordt uitgeoefend om te voorkomen dat bedrijven, entiteiten, fabrieken, produktie van welke aard dan ook commercele banden aangaan met mijn land."

Tegenover deze werkelijkheid, hier in Nederland, kan de Bolivariaanse Kring niet onverschillig staan bij deze imperialistische houding, die samen met zijn geallieerden een dwangpolitiek handhaaft door het vergroten van de desinformatie middels de burgerlijke pers.

In deze zin, voegt Oscar de Los Reyes toe : «  het is een realiteit die moet worden gezien en wij moeten op de eerste plaats de Cubanen en op de tweede plaats, de vrienden die geinteresseerd zijn, en die hun solidariteit tonen met Cuba, deze realiteit bekend maken, om te verduidelijken dat de politiek van economische, financiele en politieke afscheiding niet is opgeheven noch is veranderd…de maatregelen die tot nu toe genomen zijn hebben een doel in de verkiezing van de Amerikaanse regering, beloften zijn gedaan naar een leefgemeenschap gelocaliseerd in twee staten , in het zuiden in Florida en in de staat New Jersey door het gewicht dat de Cubaans Amerikaanse stem in zijn gemeenschap heeft dat bovendien niet naar president Obama ging maar dat traditiegetrouw republikeins is en zal zijn »

Zoals wij weten, de blokkade raakt ieder land dat op directe of indirecte wijze een commerciele relatie heeft met Cuba en als landen of bedrijven het risico nemen om handel te gaan drijven zullen zij geconfronteerd worden met juridische processen en met sancties met grote boetes. Zoals laatst met het Nederlandse bedrijf Phillips.

Zonder twijfel, wijzen de landen die het ALBA vormen de blokkade af. Cuba is lid van dit pact en de Cubaanse ambassadeur zet ons hierover uiteen : «  Het ALBA is een voorstel, een project met een eigen economische stevigheid dat niet afhangt van de toestemming van Washington, om zijn beeld van uitwisseling en onderlinge verbinding tussen de landen voort te zetten die zelfstandig hebben besloten om te integreren.

Het idee van het ALBA is de aanvulling van elkaar, is ruimtes zoeken waarin de Latijns Amerikaanse landen al groeiend nieuwe en betere niveaus van uitwisseling zouden kunnen bereiken in termen die niet noodzakelijkerwijs die van de markten zijn, maar die van de aanvulling zijn, zonder twijfel in een project geinspireerd door een totaal andere visie van wat de uitwisseling tussen de landen zou moeten zijn, vooral tussen de broederlanden zoals die van Latijns Amerika."

Zoals wij in het begin zeiden, deze komende 28 oktober, zal er een stemming worden gehouden over de motie van Cuba tegen de blokkade van de VS, voor de achttiende keer. Ambassadeur De Los Reyes zegt dat … " de steun voor de resolutie tegen de blokkade groeit en is groter dan die destijds tegen de politiek van de Apartheid van Zuid Afrika was.

In de laatste jaren heeft Cuba 185 stemmen van de totaliteit van landen die lid zijn van de VN. En voor de achtiende keer zijn wij ervan overtuigd dat wij een overweldigende steun zullen krijgen, het is precies de mislukking van de isoleerpolitiek tegen Cuba die bevestigd wordt. En dat in ieder geval degenen die zich geisoleerd zien juist de VS zijn in een totaal mislukte politiek die afgewezen wordt in diverse toonaarden door zijn dichtstbijzijnde geallieerden "


Vanaf Nederland hopen wij, en hier bestaat geen twijfel over, dat dit jaar, opnieuw de overgrote meerderheid van de landen de onmiddelijke beeindiging zullen steunen van die irrationele blokkade opgelegd door de Verenigde Staten, tegen het soevereine volk van Cuba. Onze bijdrage van internationale solidariteit met de regering en het Cubaanse volk zal nog sterker zijn, als wij op jullie steun kunnen rekenen. Wij nodigen jullie uit om alert te blijven en deel te nemen in deze solidariteit met dit broedervolk.
